PUBLIC NOTICE is hereby given of a special meeting of the Poncha Springs Board of Trustees on the following date time and place:

An executive session pursuant to C.R.S. § 24-6-402(4)(e) to determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations, and/or instruct negotiators concerning the Town Administrator candidates.

TOWN ADMINISTRATOR FINALISTS SELECTED

 

The Town of Poncha Springs, CO is pleased to announce the list of finalists for the position of Town Administrator. The application window closed January 31st and the Board of Trustees conducted initial interviews on February 22nd narrowing the applicant pool to four (4) well qualified individuals. The finalists have been invited to a second round of interviews on Thursday, March 14th with the intention to finalize the process at the next regular Board of Trustees meeting scheduled for March 26th, 2024.

 

The Town Administrator finalists are:

 

·         Mark Campbell; Houston, MO – Mark received a Political Science degree and a Master’s in Public Administration with an emphasis in Economic Development from Cleveland State University.  He has served as a Town/City Administrator for the City of LaGrange, MO; Town of Kremmling, CO; City of Cripple Creek, CO; City of Chapman, KS; and is currently serving as the City Administrator for the City of Houston, MO.

·         Lance Hostetter; Denver, CO – Lance received a Communications degree from Adams State University and a Master’s in Public Administration with an emphasis in Local Government from the University of Colorado Denver.  He has served as a Communications Manager with the Colorado Department of Education, a Program Manager for America Achieves, a Government Affairs Manager for Colorado Succeeds, a Communications & Public Affairs Director with Denver Families for Public Schools and is currently serving as Government Relations Director with Professional Assist Corporation.

·         Brian Lujan; Alamosa, CO – Brian served in the United States Marine Corp where he acquired educational experience in technology, technical assistance, personnel training, business development and business management; including, courses in business administration, mentoring, counseling, teaching, and training of diverse group populations.  He has worked as a Maintenance Supervisor with the Alamosa Housing Authority, Sales and Service Specialist with Brimhall Industrial, and has served as the Town Manager for the Town of Center, CO for the past 6 years.

·       Julian (Jay) Ruybalid; Los Lunas, NM – Jay received a degree in Communications (Journalism) from Brigham Young University and a Master’s in Public Administration from the University of New Mexico.  He has served as a Program Manager/Assistant Division Director for the City of Albuquerque’s Department of Senior Affairs, Contracts and Grants Analyst for the City of Albuquerque’s Department of Family and Community Services, Recreation Department Director for Pueblo of Isleta, Executive Director/CEO of Share Your Care, Inc., District Manager for the State Department of Health, City Manager for the City of Belen, NM, Assistant City Manager and Interim City Manager for the City of Sunland Park, NM, and Town Manager for the Town of Dolores, CO.

Town Of Poncha Springs
Municipal Water Restrictions
 
In order to conserve water and reduce the demand on the Town of Poncha Springs municipal water system the following water restrictions are in place, and will be enforced, April 1 – October 31 of every year, for users of the town’s municipal water:

Residences with an address ending in an odd number will be permitted to use municipal water for outside use on lawns, gardens, etc, on Sunday, Wednesday and Friday.

Residences with an address ending in an even number will be permitted to use municipal water for outside use on lawns, gardens, etc. on Tuesday, Thursday and Saturday.

No outside watering will be allowed on Mondays.

Outside watering will be allowed ONLY between the hours of
6:00 a.m. - 10:00 a.m. and 6:00 p.m. - 10:00 p.m. on regularly scheduled watering days.

The town reserves the right to further restrict the use of the municipal water system for outside watering purposes. Persons that have the ability to water outside with their private wells or through use of the municipal ditch system are strongly encouraged to do so. Questions?? Call 539-6882

Public Notice

In an effort to maintain residents' use of Acequia Town ditch water the following rules have been established:

•  Cuts in the ditch will be allowed at night only, and will be regulated by a sign up sheet that will rotate participants.

•  Trash is a continuing problem in personal culverts, therefore, the minimum culvert size is 12”, which the Town will enforce, and any new culverts must be pre-approved by the Town.

•  The ditch will be policed by citizens on weekends and holidays. There will be a list of volunteers to police the ditch every weekend that it is running.

•  Violators will be verbally warned first, and then will receive a letter from the attorney if violations continue.

•  On low water days, a schedule will be established and publicized. For example, Mondays this street will receive ditch water, on Tuesdays this street will receive ditch water, etc.

•  During the daytime, obstructions in the ditch are only allowed to assist in pumping.

Report ditch problems to Poncha Springs Town Hall, 539-6882, during regular business hours: Monday–Friday, 8 a.m. – 12 p.m. & 1 p.m. – 5 p.m.

After hours, weekends, and holidays call 207-2293 to report any ditch problems. Please leave a message.
